A January 2019 report in The Mercury describes attorney Jim Kaup’s recommendation that incorporation is the most effective long-term governance option for the rapidly growing Green Valley area. Kaup, a Kansas land‑use attorney hired to develop the Green Valley Neighborhood Plan, told Pottawatomie County commissioners that incorporation is the strongest long‑term option for Green Valley. He said forming a city would give residents the local control needed to manage rapid growth, infrastructure demands, and public services — concerns he believes annexation by Manhattan would not address as effectively.
Green Valley’s population is already around 3,500–4,000 and expected to grow significantly, increasing demand for services currently funded by the county at‑large. Commissioners acknowledged the strain this places on county resources and noted that governing the area from afar is increasingly difficult.
Kaup outlined alternatives such as improvement districts or township governance but emphasized that only residents or landowners can initiate incorporation or annexation. The full Neighborhood Plan will be presented at a Feb. 5 town hall.
